In order to hasten the process of lake water receding to its normal level, the LLDA created a Special Task Force who will take on the removal of heavy concentration of water hyacinth (better known as water lily) and garbage in Napindan Channel (particularly in Nagpayong Bridge, Pasig City).
Aside from the proliferation of informal settlers, which is one of the major causes of the abnormal flow of water, water hyacinths and floating debris that cover a vast area of Napindan Channel, also cause the obstruction of water flow from Laguna Lake to Manila Bay through the said channel. As a result, several lakeshore towns and cities are still flooded due to the constricted flow of flood waters.
Water hyacinths often grow on areas near shanties and other structures built along the lakeshore. This is because these invasive species acquire nutrients from human wastes improperly disposed directly into the bodies of water. Moreover, the phosphate content of soaps, shampoos and detergents used by households also contributes to the rapid growth of water hyacinths.
The LLDA also encouraged the participation of the affected communities by hiring thirty (30) personnel (including those who reside in the target areas), who will help the task force in the clearing operation which started on October 23, 2009.
The task force already cleared approximately 3,500 tons of water lilies, garbage, and wild grass “talahib”. This resulted to a smoother flow of water in Napindan Channel.
